Effectiveness and Results:Please describe the extent to which the nominee has been effective in formulating, implementing, and advocating efforts that have made a positive impact on this profession and the mental health of Utahns. Identify the level of influence and effectiveness achieved by the nominee and their sustained commitment to the contribution of this profession. | Julie Ann Tucker, LCMHC, was a clear and passionate voice in the promotion of advocating for the inclusion of Clinical Mental Health Counselor’s and their rights to be included in the scope of completing child custody evaluations. Her efforts to change the language around the laws continued and in 2017, with Julie joining the Utah Mental Health Counselor’s Association and leading as President, she worked tirelessly to champion this cause with the outcome of achieving the modification of language and broadening the scope of practice for CMHC’s with the passing of Rule 4-903 which allowed CMHC’s the right to complete child custody evaluations effective on November 1, 2019. She devoted her life to her family and this profession, and UMHCA continues to honor her legacy today through awarding Clinical Mental Health Counselors who advocate for the promotion of this profession and the mental health of Utahans this award. In 2023, we would like to recognize Julie Ann Tucker, LCMHC The Julie Ann Tucker Award for Excellence in Advocacy recognizes an licensed Clinical Mental Health Counselor who has made significant contributions to the clinical mental health profession through advocacy.
